Abstract

This paper analyzes the advances represented by the institution in 2002 in the Strategic Master Plan of a Basic Use Coefficient and a Maximum in the urban area of the municipality and the collection of economic counterparts from those who wished to use in their construction projects the additional construction rights existing between the two coefficients. The resources received by the City Hall for these sold rights are used to finance infrastructure works and social housing, especially in the city's peripheral areas, which contributes to attenuating social inequalities. However, in the review of the Master Plan in 2014, several changes were introduced in the formula for calculating the counterparts, which meant a setback in capturing these resources.
