Avaliação de riscos e o planejamento em contratações de obras públicas

Abstract

The purpose of this article is to analyze the importance of risk assessment in public works contracts in general, with the presentation of the phases for the development of a management plan and minimum identification parameters, qualitative and quantitative analysis, response strategy, monitoring and risk control, using exploratory research. A matrix classifies according to probability and impact, defining its prioritization. The matrix presented proposes some action actions, aiming at constant planning and monitoring in the search for the optimization of public resources and delivery of the work with defined scope, at the established cost and term, in order to meet the public interest, under the terms of Law 8.666 / 93 which establishes general rules on public tenders and contracts related to works, services, including advertising, purchases, disposals and leases within the scope of the Powers of the Union, the States, the Federal District and the Municipalities. All the tools presented can be used for a better assessment of risks and better planning for contracting public works to better meet the scope, deadline and established cost.
